Let's say you might live near the corner of Carlton Avenue and Pacific Street. Construction hours in New York City start at 7 am.
But it's common for deliveries to arrive sooner to the Atlantic Yards/Pacific Park project.
On Friday, 1/8/15, as shown in this video, an 18-wheeler delivering rebar for the 535 Carlton site came south on Carlton at 5 am but couldn't immediately turn in the open gate. It started backing up, beeping loudly, and disturbing the peace. Eventually it entered the gate.
(By the way, a partial stop work order exists on the property, after the site safety manager on 1/7/16 reported that a material coming of the building hit a car window shield.)
