What's missing from the Construction Update? The sidewalk used as street

After the Department of Transportation approved, as part of Maintenance and Protection of Traffic (MPT), the use of a portion of the Pacific Street sidewalk at the southeast corner with Sixth Avenue as a vehicular passageway, you'd think it would show up in an Atlantic Yards Construction Update.

When the change went into effect last week, it had not been announced via the biweekly update, because, the Empire State Development Corporation (ESDC) explained, it happened too late for the update and resulted from changes in response to a field condition.

Fair enough. But there's no reason for the latest Construction Update, issued yesterday (bottom), not to mention the revision to the MPT.

But it doesn't.

While the Construction Updates are officially issued by both the ESDC and Forest City Ratner, it's clear that the developer produces the document. In the most recent example, the ESDC should've sent it back for revision.

The Construction Updates

ATLANTIC YARDS CONSTRUCTION UPDATE: Weeks beginning July 6, 2009 and July 13, 2009:
Work related to the required Maintenance and Protection of Traffic (MPT) will commence. MPT, as approved by DOT, will include:

Modifications to the signal at 6th and Pacific.
Barricades will be installed to isolate the Chamber 4 work from vehicular and pedestrian traffic. The west lane of 6th between Pacific and Dean will be closed and will not accommodate southbound traffic on that block. The crosswalk at the southwest corner of pacific and 6th will be closed.
As required by DOT’s , Traffic Enforcement Agents will be provided to direct traffic

Required Maintenance and Protection of Traffic (MPT) has been installed
